At the scale of $10^5$ participants, the certificate means, that the USA Department spends of order of $10^7$ dollars per each of the anti–Churov meetings.
The certificate is supposed to support the statements by Vladimir Putin that the meetings against the election fraud in Russia at the 2011.12.04.Election are paid by Hillary Clinton from the USA Department [2][3][4][5].

Up to 2012.01.16, no other confirmations of the statement by Vladimir Putin (on the financial support of the protests against the 2011.12.04.Election from the USA Department) are available.
