Tumurbaatar Sukhbold

Tumurbaatar Sukhbold (Төмөрбаатарын Сүхболд [1]) is Mongolian offee; for year 2024, chef of police («Commissioner-General, National Police Agency Commander, Internal Troops») [2]

Tumurbaatar Sukhbold is suspected to cover war crimes:
2024.09.03, he was supposed to arrest the war crime putin, following the order of the International Criminal Court.
This arrest did not happen.
The sequences of this sabotage have scientific interest.
Publications related to Tumurbaatar Sukhbold and other events of sabotage may be useful for construction and testing of historic models.
These models are important for any science: without support from the justice, any scientific activity becomes difficult and doubtful.

Corruption and Sabotage

Tumurbaatar Sukhbold is known due to his breaking of international law, the intentional Sabotage.
Some evidences of this sabotage are mentioned in this section.

2000.12.29, Mongolia signed the Rome Statute.
2002.04.11, Mongolia ratified the joining the Rome Statute [3][4].
Since that, the decisions of the International Criminal Court (aka «ICC», «Hague», «Гаага»[5]) are compulsory for Mongolia and the Mongolian administration. The Mongolian police is supposed to arrest the crimes by the orders of the International Criminal Court, and these arrests do not require any additional order/permit from the Mongolian administration.

2023.03.17, the Pre-Trial Chamber of the International Criminal Court issued arrest warrants in relation to the following two individuals:
Mr Vladimir Putin, President of the Russian Federation;
Ms Maria Lvova-Belova, Commissioner for Children’s Rights in the Office of the President of the Russian Federation.
This arrest warrant is confirmed at many sites [6][7][8][9].

2024.09.03, Vladimir Putin (or an impostor pretending to be Vladimir Putin) arrives to Mongolia. Following the Rome Statute, the duties of Tumurbaatar Sukhbold and his co-workesd include the arrest of Vladimir Putin an his transferring to the International Criminal Court.

However, the failure of the Mongolian police had been reported: Tumurbaatar Sukhbold and his colleagues did not perform their duties. Instead of go arrest putin (or an impostor who pretends to be putin), the Mongolian police allow him return back in Russia.[10]

Visit of Putin to Mongolia had been widely announced [11]. The hypothesis that Tumurbaatar Sukhbold did not know about this visit is refuted.

In such a way, the Mongolian offees become accomplices of the war criminal [12][13][14].

2024.09.03.Protest

2024.09.03 visit of putin to Ulaanbaator and failure of the Mongolian police to arrest him caused protests.

Several Mongolians protest against accepting of the war criminal at Mongolia.

The screenshot of the movie [15] mentioning this protest is shown in figure at right.

The banner reads:

GET WAR CRININAL
P U T I N
OUT OF HERE

Apparently, the people of Mongolia do not want their county to be accomplice of the aggressor [12].

Soon after the protest, the same day 2024.09.03 putin and his bodyguards leave from Mongolia to Tatarstan.
To year 2024, Tatarstan as colony remains under control of Moscovia.
At Tatarstan, as in any other part of the putin's pahanat, any protest or any other expression of non-sufficient support of the dictator is very dangerous (as in any fascistic state).

Historic context

Die to the sabotage by Tumurbaatar Sukhbold and his crime partners in the Mongolian administration, 2024.08.03 Putin is not arrested and continues to commit the war crimes. In particular, those related to the Russian invasion into Ukraine.

The damage die to these crimes may be covered from the freezing of the bank accounts and from arrests and confiscation of properties of Tumurbaatar Sukhbold in civilized countries, at the application of the corresponding sanctions.

For construction of historic models, it is interesting to trace:
Will the sanctions be applied against Tumurbaatar Sukhbold and his administration?
Will the total amount of the confiscated property exceed the benefits (bribes) obtained form the war crimes as the fee for the protection?
Will this amount cover the total damage due to the sabotage of Tumurbaatar Sukhbold and his Accomplices?

Duration67.jpg
Likelyhood density of duration for RF in years since y.2020

One may expect these question to be answered at the end of the Putin world war and/or the Collapse of RF.
In the statistic model «Duration», the putin's Russia collapses approximately in year 2035; after year 2028 and before year 2042. The corresponding likelihood density of duration for the putin Russia, since y.2020, is shown in figure at right.

Warning

Publications about Tumurbaatar Sukhbold are collected and analyzed at TORI with scientific goals.

The Blood feud does not belong to the set of these goals.

The analysis suggested is not an appeal to the extrajudicial execution of relatives of Tumurbaatar Sukhbold and his crime partners.
More civilized methods to deal with state terrorists and their alias are considered in articles «Hague», «Payback», «Sanctions»,

In the similar way, Editor does not try to teach the representatives of the Anti-Putin coalition how to deal with terrorists that intentionally break the international agreements.
The Budapest memorandum does not put any restriction on methods that may be applied and should be applied against the crime partners of officials of a country that has signed that memorandum but brutally break its conditions.
In this sense, any weapon can be used against the administration of the aggressor and the accomplices.
Some examples of these methods are considered in article «I bombed Dresden» and literature cited there; see also «А нас то за что» (In Russian).

However, Editor keeps his right to call things with their proper names, to construct the historic modes and to compare their predictions with more recent publications.

The crimes were allegedly committed in Ukrainian occupied territory at least from 24 February 2022. There are reasonable grounds to believe that Mr Putin bears individual criminal responsibility for the aforementioned crimes, (i) for having committed the acts directly, jointly with others and/or through others (article 25(3)(a) of the Rome Statute), and (ii) for his failure to exercise control properly over civilian and military subordinates who committed the acts, or allowed for their commission, and who were under his effective authority and control, pursuant to superior responsibility (article 28(b) of the Rome Statute).// Ms Maria Alekseyevna Lvova-Belova, born on 25 October 1984, Commissioner for Children’s Rights in the Office of the President of the Russian Federation, is allegedly responsible for the war crime of unlawful deportation of population (children) and that of unlawful transfer of population (children) from occupied areas of Ukraine to the Russian Federation (under articles 8(2)(a)(vii) and 8(2)(b)(viii) of the Rome Statute). The crimes were allegedly committed in Ukrainian occupied territory at least from 24 February 2022. There are reasonable grounds to believe that Ms Lvova-Belova bears individual criminal responsibility for the aforementioned crimes, for having committed the acts directly, jointly with others and/or through others (article 25(3)(a) of the Rome Statute). // Pre-Trial Chamber II considered, based on the Prosecution’s applications of 22 February 2023, that there are reasonable grounds to believe that each suspect bears responsibility for the war crime of unlawful deportation of population and that of unlawful transfer of population from occupied areas of Ukraine to the Russian Federation, in prejudice of Ukrainian children.// The Chamber considered that the warrants are secret in order to protect victims and witnesses and also to safeguard the investigation. Nevertheless, mindful that the conduct addressed in the present situation is allegedly ongoing, and that the public awareness of the warrants may contribute to the prevention of the further commission of crimes, the Chamber considered that it is in the interests of justice to authorise the Registry to publicly disclose the existence of the warrants, the name of the suspects, the crimes for which the warrants are issued, and the modes of liability as established by the Chamber. // The abovementioned warrants of arrests were issued pursuant to the applications submitted by the Prosecution on 22 February 2023.

The arrest warrant alleges that the Russian leader was involved in the unlawful deportation and transfer of Ukrainian children from occupied areas of Ukraine to Russia. An arrest warrant on similar allegations was also issued for Maria Alekseyevna Lvova-Belova, the Commissioner for Children’s Rights in the Office of the President of the Russian Federation. “The ICC’s arrest warrant against Putin is a heartening sign that even the most powerful war criminals can be held accountable,” said James A. Goldston, executive director of the Justice Initiative. “His arrest will now depend on the efforts of the international community—which should also continue its cooperation to hold the President and senior Russian officials responsible for the most egregious crime of all, that of the illegal invasion of Ukraine.” ..
