Fred Mashlack is known with respect to the suggestion to register the non-gun-owners in order to make them to pay dollaR500 fine for not participating in the public activity in stopping banditism and terror. The first notice found refers to year 2009. [1].

The suggestion attributed to Fred Mashlack revives again and again in 2012 and 2013 as a legend [3][4].

Similar ideas are discussed in Australia [5][6].

The idea about guns, attributed to Maslack, usually is qualified not as a real law project, but as an idea that deserves the consideration and the discussion. Although the proposal by Maslack does not look as official, many authors believe, that the amount of registered guns in hands of the civil people should exceed the amount of unregistered guns in hands of criminals. It is believed that idea by Mashlack should be applied in Russia and other post-soviet countries. In 2013, the reminiscence of the proposal by Maslack in the Russian blogs is also observed. [7].

Clearly, says Maslack, Vermonters have a constitutional obligation to arm themselves, so that they are capable of responding to "any situation that may arise."
