In a civilized country, after the public presentation of such a project, Kuselev would be arrested, judged and sentenced for the propaganda of war or, more likely, would be sent to the psychiatric hospital as dangerous idiot with mania of murdering.
However, this is not a case of Moscovia. In the real life, Kiselev is not an idiot, but a skillful Nazi, fascist, and in certain cense, Kiselev succeeds in the promotion of the Russian suicidal project.
The statement by Kiselev had serious sequences. The Russian invasion in Ukraine and the passive reaction of civilized countries had boosted the putin world war. It is extending to Syria, Iran and is about to come the North America continent, see «Annexation of Canada», «Annexation of Greenland», «Donroe Doctrine».
The idea of the concept by Kislev is that Russia may attack the neighbors and seise, plunder their territories, one by one; and other counties will not prevent it, will not implement their duties, being afraid of Russian nuclear weapon and Russian dictator.
The Russian dictator has the maniacal goal to destroy all the Human civilization and begins with those countries who try to resist it. Georgia did not support the annexation of Ichkeria - hense, Putin attacks Georgia. Ukraine did not support the Russian invasion in Georgia - Hence, Putin attacks Ukraine. The goal of the menaces by Kiselev is to keep the people in fear, to bribe their leaders, in order to avoid creation of the anti-Putin coalition.
Putin and Kiselev partially succeeded this goal: the USA and the UK administration got afraid; since that, during a dozen years, the USA and the UK still cannot implement their duties on the Budapest Memorandum.
The USA and the UK official pretend to be idiots, who do not understand:
«What do we care for a memorandum signed many years ago?»
Apparently, such an attitude is borrowed from «The Jungle Book» by Rudyard Kipling.
In the original, the sentence reads:
«What do we care for bones ten years old?»
Such an attitude to the international agreements and to the moral duties has special name:
«Realpolitik». The same phenomenon is also denoted terms «LegalNihilizm»
of «HottentottMoral» (If we robe our neighbors, that is good; if they do that to us, that is bad).
Apparently, the people in so-called "Western countries" happen to be well prepared for such a capitulative scenario; they do not care about the true, see «AlternativeMath». It is difficult to believe that the Western leaders indeed are idiots.

More serious is hypothesis that they intentionally perform the
appeasingAggression with goal to boost the PutinWorldWar, to extend the «Dvizhuha»,
in order to destabilize the peaceful system of international relation and get their dividends on the weapon industry and the money laundering.
The passive reaction of the USA to the violation of conditions of the Budapest Memorandum and to the menaces by Kiselev reveal the degradation of the USA.
Apparently, many people in the UK and the US, after reading the story of Mowgli, felt sympathy for Shere Khan tiger (a strong leader, a talented manager), Tabaqui jackal (a cunning politician) and their supporters (they understand common sense).
Perhaps, this is result of the spreading of the Russian propaganda;
result of the USA migrational policy (accept reach successive foreigners who had got benefits from the bribery and other kinds of corruption in their country and go to do the same with the USA). Such migrants do not have any intent to consider the USA problems, nor even to participate in the elections.
The scientific site cannot compete with propaganda in the efficiency.
On the other hand, the observation of the propagandists statements reveal the tendencies in the development of the Human civilization and can be used in the the interpretation of the historic events.
