Migalka, (transliteration from Russian мигалка ) – the special (usually blue) light source installed at the cars of the Russian corruptioners in order to alert citizen about approach of a killer who ignores the rules of the road.

Usually, migalkas are installed at the special armored luxury cars produced outside of Russia.

In Russia, there is special movement against use of migalkas by the representatives of administration; many citizen think that special signals like migalka should be installed only at the specialized cars of police, fire-fighters and ambulances while all other cars should be forced to follow the rules of the road.
