Refutable concept

The concept is qualified as Refutable, if it allows to describe some specific observation (or experiment) with such a specific result, that indicates that the concept is wrong.
Refutability is important property of a scientific concept, and it is listed among the axioms TORI at the Main page.
Concepts that do not allow their negation cannot be negated in principle. This means, that any observation can be interpreted in favor of the concept, and no predictions can be made on the base of such a concept.
The principle of refutability had been suggested by Karl Popper, although he use the term Falsifiability instead.
