Budapest Memorandum – Utopia is a short utopia, imagining the **honest and prudent implementation** of the Budapest Memorandum by the USA and allies in response to a Russian aggression against Ukraine.

Introduction

Imagine February 2014. Intelligence agencies (CIA, allied partners) have warned the USA administration of potential Russian aggression against Ukraine. The President and officials take the warnings seriously: international agreements and national interests are to be defended.

The USA, in coordination with NATO, prepares all necessary resources: diplomatic, economic, and military. The Budapest Memorandum is treated not as a symbolic document, but as a **legal and enforceable obligation** to protect Ukraine’s territorial integrity and sovereignty.

The scenario unfolds as follows:

1. **Immediate Ultimatum**:

  Multinational forces issue a clear, enforceable ultimatum to the Russian Federation:
  
  By this date and time, all Russian troops must withdraw from Ukraine, including Crimea, Donbas, and other occupied areas.
All military equipment not evacuated will be confiscated or neutralized.
Any Russian personnel found armed and in uniform will be treated as prisoners of war.
Any armed personnel without insignia will be treated as terrorists.
Civilian ships and aircraft are to avoid conflict zones for safety.

2. **Rapid Deployment**:

  Peacekeeping and intervention forces arrive at key locations: Sevastopol, Donbas, and border regions. Strategic points are secured with minimal civilian disruption.  

3. **Accountability**:

  Russian commanders responsible for aggression are arrested and transferred to the **International Criminal Court (ICC)** for prosecution of war crimes, looting, and unlawful occupation.  

4. **Restoration of Law**:

  Ukrainian control is restored over all territory. Local administrations are supported to maintain civil order, while international monitors ensure compliance.  

5. **Global Impact**:

  The decisive response signals to all nations that **violating international agreements has consequences**. Smaller countries redirect resources from nuclear weapon programs to science, technology, and civil development.  

6. **Recognition of Leadership**:

  The USA President, for implementing the Memorandum fully and swiftly, receives global recognition and a **Nobel Peace Prize**, demonstrating that adherence to international law can stabilize the world.
