These sistema seen to provide defence of the Valdai Putin Residence forming the ValdaiCluster.

The towers with antennas in vicinity seem to be stationary (unbovable) constructions required for use of the Pantsir missile system.

These towers are legitimate military targets at the transfer of hostilities to aggressor territory.

The civilians are advised not to approach elements of the ValdaiCluster in order not to happen in a wrong place at the moment of the Demilitarization and Denazification.
