This chapter is part of scientific project Tartaria.
The project analyses the necessary and sufficient rules, Laws for construction of a stable human society.
Also, the project is an attempt to guess the future of North, Central and East Eurasia for century 22.
This chapter falls a little bit out from the main narrative.
The events descried happen not in Tartaria, but in civilized countries; mainly in the USA.
The most of narrative refers to explanations by Mark Arturov.
Arturov speaks English, French, German and Russian.
Most of his explanations are in English and in Russian.
One critic does not believe the explanations by Arturov and qualifies them with Russian word «Сказки». The ascii transliteration (Skazki) of this word us used in the title of this book.
Some books of Tartaria are numbered.
At the moment of loading, this book yet has no number; it is called just «Skazki»
As for he numeration of chapters, it more or less follows the chronological order;
since the arrival of Ruvim Pechor to the USA (year, roughly, from interval 2110 - 2130).
The content of Utopia is listed in the separate file.
The main personage of the Utopia is Ruvim Pechor.
In a way, he’s a nerd, a botan.
The cynic Narrator use this personage as a probe particle; There are may scandals around him:
At the Springfield, with the estimate of the mean-square deviation of the
sample mean improvement of the new species from some «True Value»
(Chapter 01).
At Galia National University of Tartaria, with Ruvim's ex-wife Nata Kiskin
(Chapter 04).
At Norga Warm company or Tariaria, with extraction of several kg of Pu-239 and then
with his skeptic opinion about the commercial efficiently of the bibary radiologic warmer «Century heater».
(Chapter 08).
At Imar with this skepsis about possibility of extermination of the most dangerous species that affect the harvest.
At Kirian for his critical opinion on the authors of the publications about vestist Tariana Kuvshinnikova who dared to participate in the swim competition in a swimming suite (the National Law of Kirian prohibits to use any swimming suite in public); but also for the Ruvim's skeptic opinion about the possibility of the treatment of those Kirian nationals rho has genetical inclination to tobacco, marihuana and other drugs.
At Kristovina Cathedral, for his skepticism with respect to precision of the recovery of DNA sequence of paleontologic artifacts and the dating of these artifacts.
The previous chapters can make an impression, that the scandals mentioned affect mainly Ruvim and Nata. However, this is not a case. There is another important personage who suffered a lot from some of the scandals mentioned. That personage is legendary Mark Arturov.
Mark Arturov declares that he does not make any politics.
Mark Arturov does not know, what is better, democracy or monarchy.
Mark Arturov did not participate in the Second Civil war.
During that war he hiden with his family at Switzerland.
Then, the Civil war at the USA slowed down, with some compromises, and
Mark was invited the the USA to continue his military service.
That time, at Moscovia, the Bigpuf was rising. It was raising with the quarrels and brawls in the long waiting lines at the gas stations to the use of clubs, knives, pistols, machine guns and then upgrading to wats between regions with tanks, warplanes, missiles and drones. The international societies tried to consider all this disaster as an «internal affairs», emitting various "notes", "strong worries" and "deep concerns", trying to «avoid the escaltation of the conflicts».
The patience of the world community has run out soon after the first use of the tactic nuclear weapon in the quarrels between the Moscovian offees - as soon as the radioactive clouds and millions of refugees from Moscovia reached Europe, Turkey, Mongolia, China, Koreas, Japan and Alaska.
The machine gunners were ordered to shout in the unarmed croups of armless and sometime already ill people men, women, elders, children. The Drones were sent to bomb the military factories at Moscovia. The offees used their people as hostages, placing the arsenals and the factories below the supermarkets, hospitals, schools and kindergardens. The gunners and the droners became crazy. The United Nation decided to send the troops to Moscovia, in order to stop the disaster. But they could not find a commander for the International Troops. Various military offees has been invited and they had rejected such a position.
Mark Arturov happened to be softer than his colleagues; he agreed. In such a way, his «Mission Impossible» begun.
Handling the huge resources, Arturov installed many fortified strongpoints at key railway junctions, highway intersections, airfields, and ports. Arturov's men had provided wide set of webcameras, and many servers with advanced interfaces to store and to sort the records from those cameras. Arturov tried to protect at least the cities from the destructive civil war.. Arturov failed. The cities were destroyed. The nuclear plants, the oil rigs, the industires, the dams at the hydroelectric stations too.
Arturov had addressed to the UN, qualifying his mission as a failure and asking for the resign. His designation wad not accepted. The Assembly convinced Arturov to continue his job.
2100.01.05, Arturov achieved the success: the pahans of Tartaria made an agreement, that become Constitution of Tartaria. After few cycles of democratic elections, Arturov gradually withdrawn the International Army from Tartaria and, en fin, was allowed to resign whit honorific awards, huge pensions, etcetera.
The glory of Mark Arturov did not last forever. Arturov’s quiet life continued until the scandal surrounding the enslavement of Nata Kiskin and Ruvim Pechor. The international society, and, in particular, the administration of the USA had realized that the Tartarian legislation prepared under supervision of Arturov allows the Slavery. There was court, and Arturov had been indrawn his awards and the honorific pension. Arturov did not consider this seriously. He even participated the Fist Tartarian Nuclear Congress, trying to explain the international society, the Tartaria is not dangerous. His explanation had opposite effect. There was second bunch of accusation and second trial. The court sentenced Arturov to the confiscation of his property and to the jail for the crimes against the humanity.
However, in light of his past services, Arturov was pardoned—though left with virtually no means of support. A bleak life in a nursing home or a destitute existence on welfare loomed before him; no one was willing to hire a war criminal.
In certain sense, the publication at the Clever Times saved Arturov. The Brooklin Russian Club at the Brighton Beach wanted to reveal the misinformation. The director of the club had invited Artier go give the cycle of concerts, lectures describing the Tartarian life. Arturov agreed. For him, it was beginning of a new life. This episode is described below.
Arturov and Meir entered The Main Hall. It was full. Moses presented Arturov. Arturov begun:
- Hello, ladies and gentlemen.. Which language should I speak?
- «English!», «Давай по русски!» the crowd shouted.
Those who wanted it in Russian shouted louder. Arturov continued:

Mark Arturov was not accustomed to making long speeches. He drank a glass of water and needed to visit the bathroom. Fortunately, the time was over, but immediately, Arturov was invited to give the second lecture, and it had been scheduled.

In the wake of the unstable isotopes, millions of refugees flooded into neighboring countries. Many of them had already absorbed lethal doses of ionizing radiation. both external and internal, contracted through water, food, dust. Europe could not accommodate so many refugees. Machine gunners mowing down unarmed crowds at the border were driven mad. The same happened to the crematorium workers burning the corpses. Only then was a decision finally made at the United Nations level to intervene militarily. It was too late... |

They combined two functions: data collection and alerts. And we always knew who was our friend and who was "questionable". Unfortunately, the enemy knew too. Our army suffered casualties. |

Словно речь шла о передислокации дивизии или проведении военных учений. | Artirov: All that happened in a very matter-of-fact way... My immediate superior issued the order: «Colonel Arturov! | Артуров: Я поехал на Manhattan, General Assembly of UN, принял командование и получил задание. Оно формулировалось кратко: «Прекратить Движуху и Бигпуф. По возможности минимизировать количество жертв.».. Эти термины уже были определены на сайте ООН.. Это была отчаянная попытка мирового сообщества предпринять хоть что-нибудь перед лицом надвигающейся глобальной катастрофы.. Мы провели подготовку по слаживанию подразделений и отправились в Тартарию. | Arturov: I went to Manhattan, the UN General Assembly. There I assumed command and got the order. It was short: «Stop the Dvizhuha and the Bigpuf. Try to minimize casualties». These terms already had their definitions at the site of the UN. It was a desperate attempt by the global community to do at least something about the looming global catastrophe.. We conducted unit integration training and set off for Tartaria. |
Moses Meir: Perhaps, the last question for today: «Можете ли вы характеризовать то, что вы увидели в Тартарии, несколькими словами?».. «Can you characterize in few words that you have seen in Tartaria?»
Arturov was prepared to such kinds of questions. In few seconds, Mark found the appropriate audio track at his biper and played it to the loud volume. it was sequence of the irregular frequent klicks; that sounded like the cracking of breaking wood. On this accompaniment, Mark explained:
- I try to avoid slang.. When we arrived, it was «Pif-puf! Vzzz! pot-pot-pot-pot! Boom! Boom!».. There was no logic in all this; at least, in the beginning.. Do to worry, the clicks are not counts of ionizing particles here, it is just a sound record.. Пожалуйста, не беспокойтесь; это не клики ионизирующих частиц здесь; это всего лишь аудиозапись.. Это было первое, что мы увидели и услышали в Тартарии.. Это то, что мы должны были прекратить.. И мы это сделали!..
A shout rang out from the crowd:

At this point, Moses Meir had stopped the discussion:

The same voice shouted:

Moses Meir replied:
