Interpretation

At Moscovia, the modern language gradually deviates from its (Ukrainian) origin. First phonetically, and then grammatically, letter «i» in the old word «Мiр» had been replaced to «и».
In the modern Russian language, the word "мир" carries the two meanings:
«world» (usually referring to the surface of the Earth)
and «peace» (the absence of war).

The Soviet propaganda in this context pretends to use meaning «peace».

This simplifies the interpretation of the statement on the banner. The translation of the banner from the Newspeak does:

Мы разворовываем страну - Нам нужна война.»
English version: «We are plundering the country. We need war.»

Such translation shows good agreement with the historic events. Indeed, to year, roughly, 1990, the most of the state treasure of the USSR was allready stolen by the KGB agents and the top KPSS functionaries.

The Soviet officials needed to collapse the USSR in order to "legalize" the stolen property and to change their images from "communists" to "capitalists"; the crash of the USSR was highly requested, and KGBists (oprichniks) tried to approach it: they raised wars, exploded the nuclear plants and suppressed (arrested, killed) the dissidents who alerted the people about the approaching collase. They continue the same in century 21.

However, the KGBists were neither communists, nor capitalists. They were and remain just liars, looters, and thieves. The KGB agents could not handle the property they stolen, as a professional butcher, executor cannot work as a surgeon. So, the KGB agents search the sense of their life in new wars and the new state terror.

In this interpretation, the statement of the banner corresponds well the observable phenomena.
