http://www.cbc.ca/news/world/story/2011/03/12/earthquake-japan-nuclear-explosion.html Partial meltdown likely: Japanese official. The Associated Press Posted: Mar 12, 2011 A partial meltdown was likely under way at a second nuclear reactor, a top Japanese official said Sunday, as authorities frantically tried to prevent a similar threat from a nearby unit following a catastrophic earthquake and tsunami.// Some 170,000 people have been ordered to evacuate the area covering a radius of 20 kilometres around the plant in Fukushima.// Chief Cabinet Secretary Yukio Edano said operators released slightly radioactive air from Unit 3 Sunday, while injecting water into it as an effort to reduce pressure and temperature to save the reactor from a possible meltdown.// Still, a partial meltdown in the unit is "highly possible," he told reporters.// "Because it's inside the reactor, we cannot directly check it but we are taking measures on the assumption of the possible partial meltdown," he said.// Edano said radiation levels briefly rose above legal limits, but they had since declined significantly. Also, fuel rods were exposed briefly, he said, indicating that coolant water didn't cover the rods for some time. That would contribute further to raising the temperature in the reactor vessel.

Friday’s disaster cut power to the system, and the tsunami disabled backup diesel generators. A third backup, turbines driven by steam from the reactor, generated electricity needed to run water through the reactor vessel. However, batteries used to control the operation of the reactor have been exhausted, but new diesel generators have been delivered. Fuel rods in the core of reactor number 2 were reportedly exposed and at least partially out of water. Reactor number 1 reported leakage of reactor coolant and elevated radiation levels in the control room// Damaged reactor Radioactive Cesium 137 has been released into the environment, indicating core damage in at least one reactor// ... Japanese officials on said Saturday that radiation levels per hour at the site at one point were 1,000 times the amount an individual should be exposed to in a year.

It is the second plant at Daiichi which has been the focus of most attention given the blast that removed an outer wall from its No 1 unit yesterday afternoon, and admissions within recent hours that its No 3 unit is ‘probably’ experiencing partial meltdown because of the failure of its fail safe emergency cooling system, putting it in the same parlous state as that assigned to the No 2 Daiichi unit yesterday… Extensive evacuations of more than 200,000 people living in the immediate vicinity of both plants are underway, and potassium iodide tablets are being distributed to inhibit the uptake of radiodine nuclear contaminants by the thyroid gland.

March 15, 2011, 4:12 p.m. A new fire breaks out in the No. 4 reactor at the Fukushima Daiichi nuclear complex. The plant's operator says the fire reignited because an initial blaze was not completely extinguished. Another fire at Japan's stricken Fukushima Daiichi (No. 1) nuclear power complex broke out early Wednesday, compounding the spree of disasters expected to take historic peacetime tolls on the nation's people and economy... 450,000 people remained in makeshift shelters outside the evacuated areas..

New fire reported at nuclear plant as Japan races to avert catastrophe. Washington Post, Tuesday, March 15, 6:41 PM .. NHK television reported that the Japanese government had ordered the country’s 47 prefectures to publicly report recorded radiation levels twice a day... Higher-than-normal radiation levels were detected in Tokyo, roughly 150 miles from Fukushima.. In Ibaraki, roughly 70 miles from Tokyo, levels were briefly 100 times the normal measure, according to the Kyodo news agency.. Amid the four-day-long emergency at the Fukushima Daiichi plant, Japan’s public has grown skeptical about the reliability of official information, criticizing Tokyo Electric officials in particular for their vague answers during news conferences.// Kan himself was not briefed on the Tuesday morning explosion until after it had been reported on television. According to a Kyodo reporter who overheard the conversation, Kan later grilled the company representatives, asking, “What the hell is going on?”// During a midmorning news conference, four Tokyo Electric officials revealed almost no information about the blast.

As radiation levels rose around the plant, the lone 50 workers charged with cooling efforts were temporarily relocated. Hundreds of other workers had been evacuated Tuesday because conditions were deemed so dangerous... Japan’s Health and Welfare minister had to waive the nation’s standard of radiation exposure, increasing levels of acceptable exposure from 100 millisieverts to 250--five times the level allowed in the United States... The second helicopter, a Boeing CH-47 was scheduled to make several passes, dropping seawater onto Unit 3, which had suffered an explosion on Monday that resulted in structural damage that appears to have compromised the reactor. But the crew on the lead chopper found radiation levels were too high to carry out the risky mission... Tepco said a skeleton crew of 50 to 70 employees — far fewer than the 1,400 or more at the plant during normal operations — had been working in shifts to keep seawater flowing to the three reactors now in trouble. Their withdrawal left the plant with nobody to continue cooling operations...

Your unclear answers are really confusing!”... And when the company changed its explanation of conditions at the reactor, one frustrated reporter said, “You guys think we’re ignorant [about nuclear operations] so you can make your explanation very vague, but we are not!”// The government may not be any more satisfied than the press is with Tepco’s disclosure practices. http://www.shimbun.denki.or.jp/en/news/20110324_01.html Michio Ishikawa, What is Happening in the Reactor Cores of Fukushima Dai-ichi Nuclear Power Station? Mar. 24, 2011. Some people advertise that the accident at Fukushima is a second advent of the Chernobyl accident. But I cannot understand the point of such argument. As far as radiation hazards are concerned, there is no possibility at all for the accident at Fukushima to further worsen to the global contamination caused by the Chernobyl accident. The reason is that there is not any graphite fire that lifted radioactivity up to as high as the jet stream in the case of Chernobyl. Moreover, as the temperature of cooling water is low, only the radioactive materials with a low boiling point such as noble gases and iodine are released into the atmosphere. The accident at Fukushima is different at all from the Chernobyl accident.

In the best case, hundreds of thousands of evacuees will spend months away from home. March 24, 2011, 12:10AM EST. ..There were no evacuations during the Three Mile Island accident, which released about 50,000 curies of radioactive gas... Chernobyl, by comparison, was a nuclear volcano, churning millions of curies of radiation into the sky. Twenty-five years later, only official workers are allowed within 30 kilometers of the entombed reactor at Chernobyl, and radiation levels inside the zone exceed normal background radiation by factors of 100... Decisions about when to return to Fukushima and how to mitigate any leftover fallout depend on the results of ongoing work to stabilize the pressure inside the reactor cores of units 1 through 3 at the Fukushima Dai-Ichi nuclear plant, and to cool the fuel rods stored in the spent fuel pools. Until then the amount of radiation falling on the land and sea around the complex, and far beyond it, will continue to accumulate with every puff of steam and cloud of smoke issuing from the wrecked reactor buildings...//.. At best, evacuees from the exclusion zone won't be able to return to their homes for months, according to Arnold Gundersen... Fukushima is already the second-worst nuclear accident in history, but it doesn't yet begin to approach the total radiation released at Chernobyl.

http://www.newscientist.com/article/dn20285-fukushima-radioactive-fallout-nears-chernobyl-levels.html Debora MacKenzie. Fukushima radioactive fallout nears Chernobyl levels. 17:14 24 March 2011. Japan's damaged nuclear plant in Fukushima has been emitting radioactive iodine and caesium at levels approaching those seen in the aftermath of the Chernobyl accident in 1986. Austrian researchers have used a worldwide network of radiation detectors – designed to spot clandestine nuclear bomb tests – to show that iodine-131 is being released at daily levels 73 per cent of those seen after the 1986 disaster. The daily amount of caesium-137 released from Fukushima Daiichi is around 60 per cent of the amount released from Chernobyl..//.. The difference between this accident and Chernobyl, they say, is that at Chernobyl a huge fire released large amounts of many radioactive materials, including fuel particles, in smoke. At Fukushima Daiichi, only the volatile elements, such as iodine and caesium, are bubbling off the damaged fuel. But these substances could nevertheless pose a significant health risk outside the plant.

Reactor Core May Be Breached at Damaged Fukushima Power Plant. Mar/25/2011 07:47 GMT. "It’s very possible that there has been some kind of leak at the No. 3 reactor," Hidehiko Nishiyama, a spokesman at the Japan Nuclear and Industrial Safety Agency said in Tokyo today. While radioactive water at the unit most likely escaped from the reactor core, it also could have originated from spent fuel pools stored atop the reactor, he said.//Repair work at the site of the worst nuclear disaster since Chernobyl in 1986 has been plagued by explosions, fires and leaks of toxic material. Workers have dumped almost 4,000 tons of water on the No. 3 reactor, five times more than on any of the other five units, according to the government.//Two workers were hospitalized yesterday with radiation burns after stepping in the water, which was found to have radiation levels 10,000 times higher than water used in reactor cooling, Nishiyama said earlier today...// "It’s becoming difficult for people to live a normal life and we can’t rule out the possibility of broadening the mandatory evacuation if radiation levels rise," Chief Cabinet Secretary Yukio Edano told reporters in Tokyo today. "We will make maximum efforts to ensure a smooth, voluntary withdrawal by providing transportation and shelter."//.. Radioactive cesium above the government limit was found on komatsuna, a leafy vegetable known as Japanese mustard spinach, harvested in Tokyo’s Edogawa ward, authorities said yesterday. That indicates radioactive elements have spread 220 kilometers (135 miles) south of the Fukushima plant.// A sample collected on March 20 from an open field contained 890 becquerels per kilogram of radioactive cesium, Japan’s Health Ministry said on its web site. The safety limit is 500 becquerels. Consuming 1 kilogram of komatsuna would yield a radiation exposure of 0.01 millisieverts, or a third of exposure to cosmic rays on a flight from New York to Los Angeles... Reactors at Fukushima may have released as much as 20 percent of the radioactive iodine and up to 60 percent of the radioactive cesium that resulted from the Chernobyl meltdown in 1986, according to the report yesterday... The maximum radiation reading reported so far at the nuclear plant is 500 millisieverts per hour..//.. ..aircraft carrier USS George Washington this week left port at Yokosuka, 175 miles south from the plant, to avoid getting residual traces of radiation on the vessel..

Setback at Fukushima nuclear plant as Japanese officials suspect breach at reactor. Mar 25, 2011 12:31:45 PM....Japanese leaders defended their decision not to evacuate people from a wider area around the plant, insisting they are safe if they stay indoors. But officials also said residents may want to voluntarily move to areas with better facilities, since supplies in the tsunami-devastated region are running short.... The uncertain nuclear situation halted work at the Fukushima Dai-ichi complex, where authorities have been scrambling to stop the overheated facility from leaking dangerous radiation. Low levels of radiation have been seeping out since the March 11 quake and tsunami knocked out the plant's cooling system, but a breach could mean a much larger release of contaminants. The most likely consequence would be contamination of the groundwater. (More question: Where does the water, sprayed over the reactors, go? Does it go to the Sea, or it goes up the hill deep inside the Honshu iceland?) ... Government spokesman Yukio Edano insisted that people living 12 to 20 miles (20 to 30 kilometres) from the plant should still be safe from radiation as long as they stay indoors. But since supplies are not being delivered to the area fast enough, he said it may be better for residents to voluntarily evacuate to places with better facilities...

Inexplicable delays and half-baked explanations from Tokyo Electric Power Company (TEPCO) and the Ministry of Economy, Trade and Industry (METI) seem to be driven by some unspoken factor.// The smoke and mirrors at Fukushima 1 seem to obscure a steady purpose, an iron will and a grim task unknown to outsiders. The most logical explanation: The nuclear industry and government agencies are scrambling to prevent the discovery of atomic-bomb research facilities hidden inside Japan's civilian nuclear power plants.// A secret nuclear weapons program is a ghost in the machine, detectable only when the system of information control momentarily lapses or breaks down. A close look must be taken at the gap between the official account and unexpected events.

The measurements were taken between April 6 and April 29.// The U.S. Department of Energy used an airplane and a helicopter to survey the area within a 60-km radius of the plant, while the ministry hired a private helicopter to scan the area within 60 to 80 km.// Dosimeters were mounted on the aircraft, which flew at altitudes of about 150 to 700 meters to survey the ground surface. Well, but where is the map "released May 6"??? is it the same as Fukushima-ground-radiation.jpg? If so, why the quality of the printing is still poor?

The recent fire at the Fukushima nuclear power plant, which hasn’t been working since the catastrophe in April, was cased by a defective electric wire and inflicted no damage, the plant’s operating company says. When the fire started, the plant’s operators immediately switched off the electricity. The system which cools the reservoir with spent rods, once used in nuclear reactors, was also switched off. The temperature in the reservoir, which used to be +25° Celsius before this, started to grow. The operators are afraid that it may reach +100° Celsius by Friday, but are hoping that they’ll manage to reset the cooling system by the end of Thursday.

2011.08.16. http://www.guardian.co.uk/commentisfree/2011/aug/16/editorial-fukushima-nuclear-dirty-tricks Editorial. After Fukushima: nuclear dirty tricks. The Japanese cabinet decided this week to transfer the country's nuclear safety agency from the trade ministry, where it nestled in a department also dedicated to the expansion of nuclear power, to the environment ministry, where, at least in theory, there is some chance that its operations will not be subverted or manipulated by Japanese energy firms. After nearly half a century of producing nuclear power, Japan has finally separated regulation from promotion, but the move may well have come too late to restore public trust.// In a country where people have to use their own detectors to check on local radiation levels which the government failed to release, where information about threats to life and health after Fukushima dribbled out so haphazardly, and where a nuclear industry apparently unabashed by that disaster has been resorting to dirty tricks to influence public debate, mere bureaucratic rearrangement will hardly suffice.

When the Kashiwa Municipal Government first got wind of an airborne radiation reading of 57.7 microsieverts per hour at the site, it said the radiation was unlikely to be related to the Fukushima disaster as it was in such a tiny area.// On Sunday, the ministry and city workers found a side ditch near the spot during a joint survey and said it is highly likely that rainwater tainted by fallout from the Fukushima plant flowed into nearby soil.// "The possibility is high that cesium carried in rain water condensed and accumulated in the soil," said Takao Nakaya, heads of the science and education ministry's radiation regulation office... Earlier surveyors who dug deeper into the hot spot soil recorded stronger radiation, leading some experts to speculate the tainted soil came from elsewhere and was deliberately buried.// But the ministry confirmed the same day that rainwater is leaching from the ditch and into the soil at the hot spot.// Up to 276,000 becquerels of cesium per kilogram of soil was detected 30 cm below the surface there Friday after abnormally high airborne radiation was detected earlier in the week, the city said.

For 137Cs, the inversion results give a total emission of 35.8 (23.3–50.1) PBq, or about 42 % of the estimated Chernobyl emission. Our results indicate that 137Cs emissions peaked on 14–15 March but were generally high from 12 until 19 March, when they suddenly dropped by orders of magnitude exactly when spraying of water on the spent-fuel pool 25 of unit 4 started. This indicates that emissions were not only coming from the dam- aged reactor cores, but also from the spent-fuel pool of unit 4 and confirms that the spraying was an effective countermeasure...

The antinuclear groups will hold a rally Friday in the city of Iwaki with an eye to mobilizing about 1,000 Fukushima residents to lodge the complaint in mid-May with the Fukushima District Public Prosecutors Office against officials of the governmental Nuclear Safety Commission of Japan and the Nuclear and Industrial Safety Agency as well as TEPCO, they said. Yukuo Yasuda, a lawyer supporting the groups, said the citizens are set to accuse TEPCO of failure to take necessary measures to cope with massive tsunami even though the possibility of such a disaster was pointed out before the March 11 calamity last year. The citizens will also accuse the government's nuclear safety bodies of not instructing TEPCO to implement steps to avoid a major accident, Yasuda said.

Tokyo Electric Power Co. (9501), facing a $20-billion-and-counting compensation bill for the Fukushima disaster, has a week to produce a business plan that includes a request for government aid and will lead to nationalization of what was once the world’s biggest private power producer. Since the reactor meltdowns at Tokyo Electric’s Fukushima plant last year, Chairman Tsunehisa Katsumata has watched $37.5 billion in market value evaporate. He sits atop a business that once proudly powered Japan’s postwar recovery, only to see it now surviving on government handouts and its last operating reactor goes offline today.// Nationalizing the utility, known as Tepco, may portend a breakup of Japan’s 10 regional power monopolies that ring up combined sales of 15.7 trillion yen ($190 billion) a year to produce, transmit and distribute electricity, according to data compiled by Bloomberg. Breaking off Tepco’s transmission business from power generation would end its monopoly in Tokyo and may provide a model for the rest of the country, said Penn Bowers, who tracks utilities at CLSA Asia-Pacific Markets.

WARNING: The estimate (" период полураспада цезия-137 не превышает двух лет") of the lifetime of Cs-137 seems is suggested to be 2 years (instead of 30 years by http://en.wikipedia.org/wiki/Caesium-137 ) in the Russian interpretation.

Tepco found itself unable to control events as they took one turn after another for the worse; and had the prime minister not intervened to consolidate decision-making and expedite emergency measures, a pall of radiation may very well have descended over the entire Kanto region, where the capital is located.// Kan takes up the narrative: “It was at 3 a.m. when Minister of Economy, Trade and Industry Banri Kaeda came to the Residence with the news that Masataka Shimizu, president of Tepco, had put in a request to withdraw from the nuclear plant site.// “If I (had let this happen), 50 million people would have to be evacuated within a few weeks. … The very announcement to evacuate would result in mass panic.”

Although some airplane crashes may claim hundreds of casualties, there are no other events except for wars that would require the evacuation of tens of millions of people. ..
