ロシアのプーチン大統領がモンゴルを訪問し、首脳会談を行いました。モンゴルはプーチン大統領を戦争犯罪の容疑で逮捕する義務がありましたが、手厚く出迎え逮捕はしませんでした。

■義務放棄し手厚く歓迎　抗議の市民は拘束

モンゴルの首都ウランバートルにはためくロシア国旗。広場ではフレルスフ大統領が騎馬隊を従え、直立不動で待ち構えます。

そこに滑り込んできた1台の高級車。車から降りたプーチン大統領はゆったりとした足取りで歩み寄り、固い握手を交わしました。

首脳会談では、プーチン大統領からこんな発言がありました。

プーチン大統領 「モンゴルとの関係は、アジアにおけるわが国の外交政策の優先事項の一つだ」

一方、広場の周辺には市民が「戦争犯罪人のプーチンを追い出せ」と書かれた横断幕や、ウクライナの国旗を持って集まりました。

前ウランバートル市長 「聞いたこともないような野蛮な作戦を始めた人物がモンゴルを訪問するというのは、本当に悔しいことです」

ICC＝国際刑事裁判所からウクライナ侵攻に関連する戦争犯罪の疑いで逮捕状が出ているプーチン大統領。ICCの加盟国であるモンゴルにはプーチン氏が入国した場合、逮捕する義務があります。

しかし、実際に拘束されたのは、抗議活動を行っていた市民側でした。

プーチン氏を乗せた車は、そんな状況をあざ笑うかのようにモンゴル側の警備に囲まれながら通過していきます。

■ロシアにエネルギー握られ？　義務放棄か

モンゴルで熱烈な歓迎を受けたプーチン大統領。首脳会談では、ロシアからモンゴルを経由して中国に至るガス・パイプライン計画が議題となりました。

プーチン大統領 「この計画はロシアの天然ガスがモンゴルを通過するだけではない。我々は、天然ガスをモンゴルに供給することも検討している」

ここに、モンゴルの弱さがあります。

モンゴルは、ロシアと中国という2つの大国に挟まれた地理的条件もあり、どの国からもにらまれることがないよう全方位外交を進めてきました。

特にロシアにはエネルギーを握られているため、強く出ることができない事情があるといいます。

高知大学　地域協働学部　湊邦生教授 「モンゴルはエネルギー源、電力、燃料ほとんどの供給をロシアに頼っている。実際に逮捕した場合に、そのような供給を止められてしまえば、国内が大混乱に陥る危険がある。逮捕義務はあるのですが、実 際に逮捕してしまった場合のロシア側の反応というのは、モンゴルにとってはあまりに恐ろしい。（逮捕は）現実的には不可能だと思う」

ウクライナは、モンゴルの対応を強く批判しています。

ウクライナ外務省報道官（Xから） 「犯罪者が法の裁きを逃れることを許したモンゴルは、戦争犯罪の責任を共有している。ICCにとって大きな打撃だ」

プーチン大統領は3日夜遅く、盛大な見送りを受けてモンゴルを出国し、帰国の途に就きました。

悪しき前例ができたことで、ICC加盟国で11月のG20の主催国であるブラジルが、プーチン大統領を招待する可能性もあります。

There is an obligation to make an arrest, but the reaction of the Russian side if an arrest were to actually be made would be too frightening for Mongolia. I think (arrests) are not realistic."

Ukraine has strongly criticized Mongolia's response.
