Elimination of RAS
Elimination of RAS, or liquidation of the Russian Academy of science is adequate qualification of the project of RAS reform, adopted by Russian Duma in summer, 2013.
The project implies the expropriation, plundering of RAS, elimination of RAS and creation of new organization, with new regularities and new staff. In addition, it is suggested that the new organization plunders also the name of the Russian Academy of Sciences.
Although the Russian Academy of science deserves serious critics, it remains scientific organization and still keeps some academic traditions, in contrast with other organizations (like RAEN and Skolkovo) that seem to be dedicated to the money loundry. While many members of RAN still have strong scientific interests and motivation, the elimination proposed leads to the total destruction of science in Russia, that may promote elimination of Russia as independent and united country. According to the declared scientific goals of TORI, here, it is not discussed question, will it be good or bad; such events are usually "good" for some people and bad for others. However, the historic analogy with destruction of Academy of science in Italy and Germany in 1930s indicate, that destruction of science is likely to be accompanied also with defeat of the country.
While no votes in Duma against the bill had been detected, every dumak can be qualified as guilty for the consequences of that bill. Many open letters with warnings with respect to that bill were published, so, no references to innocence ("we did not know") can be accepted as the excuse.
Vladimir Putin claims, that the elimination of RAS will not affect the work of the institute’s employees [1]. Taking into account the reputation of Putin as liar, such a statement also can be considered as a strong warning against the "reform" suggested.
