SkazkiOTartarii is part of the science-fiction utopia «Tartaria».
SkazkiOTartarii is compilation of fragments from lectures and consultations delivered by Mark Arturov, a former general who now earns his living speaking to Russian-speaking communities abroad. gives at the Russian gettos in various countries in order to earn some money for living; his pension is very small.
The word SkazkiOTartarii is an ASCII transliteration of the Russian title «Сказки о Тартарии». But the text is not a translation of the original Russian text.

Background
Tartaria emerged at the beginning of the 22nd century across Northern, Central, and Eastern Eurasia after centuries of war, state terror, and genocide.
The surviving population was heavily degraded - socially, psychologically, and biologically. Many regions were controlled by feudal warlords engaged in continuous armed conflict.
This prolonged catastrophe is referred to as the Bigpuf, named after radioactive fallout clouds that periodically affected neighboring countries.
Foundation
General Mark Arturov, commander of an international force, succeeded in stopping the Bigpuf by enforcing:
(1) a dense network of surveillance systems
(2) a minimal but strictly enforced legal framework
This framework later became known as the Constitution of Tartaria.
Core Features
The Constitution prohibits very little, but enforces those prohibitions absolutely.
Key properties include:
- No taxation of income
- Only protected property may be taxed
- Total informational transparency, no concept of privacy
- Legalized voluntary slavery
- No age restriction to any kind of activity
Tartaria accepts all refugees, including undocumented individuals.
They are processed through:
Truelags (Trulags) (for non-criminal entrants)
Contslags (for offenders)
Mark Arturov
After the established of Tartaria, it happened to be democratic but still barbarian country - at least, in the common sense of the Western civilization.
Most of taboos of civilized countries are broken at Tartaria.
The last had been interpreted as a fault of Mark Arturov.
For this fault, Mark Arturov is demoted, stripped of his medals, and lives on a meager pension. To earn extra money, he travels to various countries, to places with a Russian diaspora, and gives lectures about Tartaria.
More honestly it would be to say, that all the taboos at the land of Tartaria were broken well before Mark Arturov began to handle the case.
Arturov had restored few basic prohibitions (no killing, no robbery, no frauds) - those that were absolutely necessary to stop the Bigpuf.
As for the other achievements of the Western Civilization,
Arturov believed that it is not his job.
In his view, the rest should be done by economists, lawyers, historians, artists, volunteers, priests, bishops, rabbis, mullahs, lamas, and other Humanists and Humanitarians, not the militaries as all.
Arturov had provided the conditions, when all the Humanitarians mentioned about could come to Tartaria and not be raped, robbed, killed, eaten; nor even beaten.
Artier was very content, and, at the withdrawal of the International Troops form Tartaria, considered his mission finished. Perhaps not so fast, as he wanted, no so easy, as he wanted, but fulfilled and completed.
However, nobody wanted to do the rest or the heavy and dirty job. The public opinion blamed this to Arturov.
In such a way, Arturov had been requested by the Human History both in century 21 and in century 22.
In century 21 - as smart strategist, a brave warren, a wise diplomat.
In century 22 - as a scapegoat.
The politicians of varions countries washed their hands after to shake hands with the Moscovian dictators and sang the same old song: «we did that we could», «we had to do the realpolitik»,
«to make a deal with the war crimer is better than to fight against him», «The only the scapegoat is guilty».
Even after to stop the Bigpuf, the realities of Tartaria were qualified as "horrible" by those, who had observed the bigpuf from outside, not from inside.
The realities or Tartaria were considered so horrible, unappropriate, that even views of them had been prohibited in the most of civilized world.
The internet access to the webcameras in Tartaria is free at Tartaria, but civilized countries restricted the access.
The videorecords from these cameras are in free access in libraries of Tartaria, but in USA, Western Europe and other civilized countries, the loading was also prohibited.
However, in the civilized countries, it was still allowed to pronounce word «Tartaria»
and even to discuss things that had happened there and things that are still happening.
Namely this small democratic gap in the wall of the censorship,
this crevice in the new Iron curtain gave Mark Arturov the opportunity to get some money just talking about Tartaria; the censorship provided for Artuorv some kind of monopoly for his new business: nobody knew so much about Tartaria as Arturov knew.
Most of attendants of lectures by Mark Arturov liked the questions from public and his answers much more, than the lectires themselves.
Arturov used to begin with short introduction basically repeating the explanations above and provoking questions.
Arturov tried to answer all the questions.
Some of these questions and the answers by Arturov are collected below.
Slavery
Q.: If slavery is allowed, how is consent verified?
A.: The territory of Tartaria is covered with web cameras. So, the fraud is difficult, if at al.
However, naive foreigners in Tartaria, or simply gamblers, easily take out loans secured by their own bodies and soon become slaves.
Example: Barsik Rybolov from Murkabank gives loan to Nata Kiskin with hope to get good profit on this: to get one American Woman as a "Property"!
Barsik miscalculated; he got the financial losses, and suffered from both his boss (Mirkabank) and the court (Basick could loss his license).
However, this does not release Nata not her guarantor Rivim Pechor.
Protection
Q.: You told, the taxation of the income id prohibited, and only the property that needs protection is subject for taxation. Who defines the “protection”?
A.: If the Police failed to prevent a crime, the court may bill the police officers for partial compensation in favor of victim(s). The police is supposed to protect both the humans and their property preventing all kinds of crime.
Q.: How about the digital property?
A.: There is no such concept as digital property in Tartaria legislation. All information is free. And attempt to restrict an access to any information or to alter the information is qualified as a fraud, censorsip, propaganda. All this is considered a serious crime aghast the basis of Tartarian political system.
Q.: How about the identity?
A.: The identity of a human is not his/her property. So, one cannot sell it.
Q.: And the human body?
A.: Body - Yes, of course. One can sell himself or hersslf. Nata Kiskin had been mentioned, she did just that.
Trulag
Q.: What is Trulag?
A.: Trulag or truelag (Трулаг) is a soft analogy of the Soviet Трудовой лагерь. Not a resort, but a way to survive for refugees.
Q.: What is “Truth” operationally?
A.: Kind of a jail with soft and honest (compared to a conventional jail) conditions, with opportunity to get residentship as soon as some Tartarian agrees to employ the refugee.
Q.: Who evaluates “honesty”?
A.: Director of the Trulag. Some Muslims cannot honestly follow their religion at Trulag; either they voluntary leave from Tartaria, or they commit a crime and happen in a contslag as a zek (almost slave).
Q.: Is it algorithmic?
A.: Yes. The mind of refugee is not controlled. Only his/her statements and actions.
Q.: Is it judicial?
A.: Yes, the decision be reconsidered through a court. Almost without chances; the Laws of Tartaria are primitive and are interpreted literally.
Q.: Who defines interpretation?
A.: Ideally, the Constirution of Tartaria. If the case is not determined there, then the Federal Criminal Code of Tartaria. If not sufficient, the National Criminal Code of Tartaria. If not sufficient, the similar precedent case(s). If still not sufficient, the Court.
Q.: Is this communal?
A.: Partially. The opinions of the people around play role. If some Galileo claims, that there are spots on Sun, but the communal opinion is that "it cannot be", then Galileo is in problems. Some kind of the "native democracy". The only solution can be, if Galileo convinces the Judge to look at the sun through his tube.. It is not specific for Tartaria; it is so already during hundreds years.
Q.: The is danger: Without clear mechanism: “Truelag” becomes ideological filter, don't you think so?
A.: Yes, of course! Tatrtaria is very ideologized. The most of Tartarian are very patriots of their country. Their feat with respect to their country is expressed in the hymn «If tomorrow corrupt».
Q.: It seems, the Tartarians love so much their contoury, don't they?
A.: Yes, they do.
Q.: Don't you think that it is strange?
A.: I do not think it is strange.. Why would it be strange?
Q.: How "why"? Everybody knows, that the best country is the USA!
A.: Sorry, I cannot answer your question. It is not correct. In includes the statement I consider to be just wrong. The correct question could sound in the following way: «Does anybody knows that the best country is the USA?». But even this question I cannot answer. I do not know such a person. And, in addition, it is off topic. Here we talk about Tartaria, not about the USA.
Principles of Tartaria
Q.: The design of Tartarian society seem to be different from that we observe in other countries, Is it so?
A.: Yes. VERY different. The most of taboos of civilized countries are not valid at Tartaria.
Q.: What are basic principles, axioms of Tartara?
A.:
Roughly, the following:
1. All observable events must be recordable.
2. Recorded information must not be altered or hidden.
3. Interpretation must be justified by observable context.
4. Responsibility is assigned to identifiable agents.
5. Contracts are binding and enforceable.
6. Coercion must be explicit and observable.
7. No representation may be silently reinterpreted.
Q.: How about a privacy?
A.: No privacy. In Tartaria, there is no such a concept as "privacy". Webcameras are everywhere and on everybody. At any time. Everywhere. Q.: Even in the Bedroom?
A.: Yes, even in the Bedroom. Even in the bathrooms. Even in every toilet.
Q.: It looks as dystopia.. Is it?
A.: Yes. Like Orwell1984. Telescreens everywhere. But there are certain difference: In Tartaria, everyone is exposed. Even coordinators (pahans), even the President. Exposed to everybody. Any time. Everywhere. Even in his toilet.
Q.: Doesn't it cause conflicts, contradictions?
A.: Of course it does!
Q.: An if the system cannot resolve contradictions?
A.: They have police. If failure, the courts.
Q.: And it the problem is not resolver by the court?
A.: If it cannot be resolved at the level of the Federal Junta and the Federal Court, al the Tartaia is declared to be cancelled. Then, the new structure can be created at its place. Up to my knowledge, Tartaria is the only country that describes the procedure ot its liquidation. At the beginning, the goal of Tartaria was to stop the Bigpuf. Tartaria had been planned for some 5 or 10 years; then it was supposed to collapse and to be replaced with something more civilized. But is did not collapse.
Q.: Can the Taetaria be changed to something more civilized?
A.: I do not think so. Now it is another civilization.
Since we have withdrawn the International troups from there, we cannot affect it.
In principle, we could try to nuke Tartaria, to kill all the Tartarians as sinners.
But it will be like The War of the Worlds by Herbert George Wells,
and I doubt is our civilization can win such a war.
Now Tartaria pedantically follow all the international agreements they make since it creation. There are not so many such agreements.
The Tartaric officials never express any intent similar to
Annexation of Canada nor
Annexation of Crimea nor
Annexation of Greenland.
In this sense, Tartaria is extremely peaceful country - until one offends it seriously. However, I cannot predict what may happen if a conflict raise occasionally, by accident. Perhaps, something horrible, like Bigpuf, but at the scale of the whole planet. I hope, our diplomats find a way to avoid any such accident.
You could try to accept refugee from Tartaria, save them from the Barbarians.
But there are not so many refugees from Tartaria. Contrary, Tartaria sccepts many refugees from all the countries..
In principle, you could buy some Tartarian slaves and liberate them. They are not expensive. But I doubt if you can find a place for these liberated slaves, they can bring you serious problems.
If you think that the Tartarian civilization is not stable, is not self-consistent,
then, the best you can do is to wait, until it collapse by itself, by the will of God.
Danger
Q.: Does Tartaria have a Nuclear weapon?
A.: Currently they have not. They have a lot of uranium and plutonium, since century 21. They have technology; they could manufacture a-bomb within few days. Due to the total transparency, we'll be able to trace its manufacturing in real time. But no such an attempt is observed. And it is very unlikely to happen. The Tartarians think, that the nuclear weapon is morally obsolete and not efficient, due to its low selectivity.
Q.: Is Tartaria dangerous for our civilization?
A.: I do not think so. However, they could manufacture thousands individual mortabots, against the top administration of all the counties. But this is also very unlikely; the Federal Laws of Tartaria prohibits such an attempts - unless Tartaria become a victim of an aggression. So, if one intents to attack Tartaria, then, the best we can do is to prevent such an attack and to inform the Tartarian administration about such an intent.
Q.: Can the Tartarian life style spread to our continent?
A.: I do not think so. The direct translations from Tartaria of that you denote with term «Tartarian life style», - is prohibited. This stile totally contradicts our civilization; so, it is unlikely to spread here.
Q.: Do you think that style may exist only in Tartaria?
A.: Yes, I think so. Inspite of certain progress in genetics and cybernetics, Tartaria remais to be very ill. The old generation have permanent post-traumatic syndrome. Most of them feel themselves as guilty crimes and/or losers. They are of sprigs of robbers, gangsters, oprichniks, propagandists and other malditos. They know this and remember this. They say «Never again!». Kind of the Stockholm syndrome. After the Bigpuf, most of them have genetic defects. Most of Tartarians cannot give light to a baby. They try to clean the genetic defects with incests, but it implies heavy mortality, they have it, and anyway this requires several generations.
Q.: Do you think after few generations, after to reduce the amount of the genetic defects, the Tartarian civilization may approach to so-called Western civilization?
A.: I do not know. Very different points of view on this topic are expressed in the literature.
