В прошлый раз нам опять не удалось закончить курс лекций Марка Артуровa o Tартарии.. Нам не удается следовать какому-либо плану. Потому теперь Марк будет просто отвечать на Ваши вопросы. Лучше письменно, и именно вопросы, а не изложение Вашей точки зрения.. Марк, прошу!

Марк Артуров: В прошлый раз мы уже почти закончили, но возник вопрос, и даже парадокс о безопасности. Я напомню противоречивую парадигму, которую считаю ошибочной. Она состоит из трёх тезисов. Для наглядности я их чуть утрирую и упрощаю:
1. Любую страну, особенно проблемную, надо цивилизовать, чтоб она стала как США.
2. Безопасность нашей страны сводится к тому, что мы можем убивать других, а другие нас не могут.
3. Народ, подчиняющий другой народ, куёт кандалы для себя.
Я считаю ошибочным каждый из этих тезисов. В прошлый раз я показал их противоречивость..
Mark Arturov: Last time, we had nearly finished, but a question - or rather, a paradox - regarding security arose. Let me recap a contradictory paradigm that I consider flawed. It consists of three propositions.
To illustrate them clearly, I will slightly exaggerate and simplify them:
1. Any country - especially a problematic one - must be civilized so that it becomes like the USA.
2. Our country's security means that we can kill others while they cannot kill us.
3. A people that subjugates another people is forging shackles for itself.
I consider each of these propositions to be wrong. Last time, I demonstrated the contradictions inherent in them..

Марк Артуров: Да, конечно. На самом деле, речь идет не о кандалах, а о ликвидации. Сейчас я поясню этот механизм на простом примере. Недовольство в подчинённой стране квалифицируется как внешняя угроза. Для того, чтобы справиться с внешней угрозой, надо, чтобы президент довершил начатое, то есть пошёл на «Tретий срок». Ожидаемый результат такого «Третьего срока» показан в мувике «Civil War 2024». Я не видел в искусстве иной версии событий, когда президент ломает Конституцию США и остаётся на третий срок, и из этого получаются лишь кандалы. Обычно всё гораздо печальнее. Mark Arturov: Yes, certainly. It is not a matter of chains. shackles, but of elimination. Let me explain the mechanism using a simple example. Dissatisfaction in a subject country is classified as an external threat. To deal with this external threat, the president must finish what he started—that is, pursue a «third term». The expected outcome of such a «third term» is depicted in the movie «Civil War 2024». I haven't seen any other version of events in art, where the president violates the US Constitution and remains for a third term. So, the expected result is much worse than just chains.

Марк Артуров: Ну и вот, что и требовалось. Ожидаемый результат описан у Рея Бредбери. Как «Civil War 2024», только гораздо ещё. То есть дело не в кандалах, а в полном разрушении империи. Попытка «цивилизовать» другой народ на наш манер, и попытка затормозить его развитие опасны для нас самих. Гораздо опаснее, чем паритет с другой цивилизацией. Вот к этому, собственно, и сводится мой тезис. Mark Arturov: Well, now you have it. The outcome is one Ray Bradbury described. It’s like «Civil War 2024», but greater scale. In other words, the issue isn't about shackles, but the total collapse of the empire. Attempting to «civilize» other people in our way, or trying to slow-down their development, poses a danger to us. It is more dangerous than maintaining paritet with another civilization. Well, that is my pointy of view.

Mark Arturov: Something like that. You can trade with Tartaria. You can collaborate on science and technology. In a sense, Tartaria is a highly advantageous partner for cooperation: They don't keep things classified, so you can immediately adopt any Tartarian achievements, while keeping your own under wraps.
But you cannot accelerate the evolution of Tartarian morality by trying to bring it closer to our own...

Mark Arturov: They orchestrated two world wars and a multitude of other wars, slaughtered nearly the entire creative population, and turned the country into a source of raw materials for the global economy and source of corruption and terror.. Mark Arturov: Yes. I don’t remember the fascists' slogans by heart; I’ll quote them roughly. I hope you to find the cites later.

Moses Meir began with the organizational note:

Ladies and Gentlemen! I have a short remark before this session. I need to make few corrections about the «quotes» Mark has suggested. The first quotes refers to epoch before the Kuzkinamat; and it is not a statement of a politician, it is piece of the song.
The Russian version: «Есть патрон на брата, а ещё штыки», century 20.
Another Russian analogy: «Всех убьём, всех, кто надо, ограбим», century 21.
The closest English analogy, about the Maxim Gun, is also art, it refers to the older poem «The Modern Traveller», century 19.

Меня тут спрашивают, как я понимаю безопасность США. Вот с этого и начну..
Mark Arturov: Thanks, Moses. I believe you compared me to Mayakovsky. Back in the 20th century, there was a certain «bard of boiled water and foe of raw water». By then, the Bolsheviks had already fouled everything up in Muscovy but didn't yet know how to purify water; so, they boiled it before drinking. In the original text, it says «Mauser» instead of «Mark». That’s what light machine guns were called back then. The heavy machine gun was known as the «Maxim», while the light one was called the «Mauser». I’m just showing that I know the history of Moscovia, Russian literature, and the Russian language. Especially with a prompter.. Now let’s see how the prompter turns that into English..
Oh, and thanks for the corrections. I have to admit, I was floored when I heard a sincere sermon defending fascism here — coming from someone who has absolutely no idea what the fascism actually is.. That was an oversight on my part; I didn't expect such a thing to be possible in the 22nd century.. If I say anything else inaccurately, please correct me..
People here are asking how I define US security. At this I start..

Марк Артуров: Ну да, конечно.. Обезьяну можно научить пользоваться водой из крана, и даже научить понимать слово «вода». Но объяснить ей, что в речке тоже вода, трудно.
Вот и с безопасностью примерно так же.
Доктрина Монро, союзы с фашистскими режимами, реалполитик, Доктрина Донро, умиротворение агрессора, сделки с военными преступниками и все такое прочее.. Я это уже упоминал: «Если мы можем разбомбить соседей, это безопасность, а если они могут разбомбить нас, то это плохо.» Это выдаётся за умелый менеджемент и заботу о безопасности.
«Блюстители Моральных Ценностей» тоже искренне не понимают: «А нас то за что?»..
На Московии, например, государственная террористическая организация, представлявшая наибольшую опасность для государства, называлась «Комитет Государственной Безопасности», а потом «Федеральная Служба Безопасности». Что касается собственно безопасности государства - на Московии, этим ни одна государственная служба не занималась. Кагебисты только врали, воровали и убивали критиков и конкурентов. В простейшей интерпретации, это одна из причин распада СССР и Бигпуфа.
Oпричники, кагебисты искренне не понимают, за что их считают земным воплощением абсолютного зла и исключают из категории Homo Sapience, «Сколько раз ты увидишь агента КГБ, столько раз его и убей». И им невозможно это объяснить, пока безопасность воспринимается как возможность убить всех вокруг: «Всех убьём, всех ограбим!» или даже «Весь мир будет наш!».
Многие думают, что это относится только к Московии 20-21го веков, а к нам не относится.. Увы, относится. Просто Московия пришла к такому финалу раньше нас. Если хотите, финишировала первой. Мне хочется верить в то, что нам ничего такого не предстоит. Писатели-фантасты, например, Рей Бредбери, указывают, что очень даже предстоит. Я имею в виду, в частности, «Fahrenheit 451». Это написано пару веков назад, но читается так, как будто писалось вчера.
Короче, безопасность США - она всегда. Тогда она, сейчас она, она всегда одна, моя любимая страна, несчастная страна..
Многие ястребы рвутся испепелить любую страну, в которой религия и стиль жизни сильно отличаются от наших.
И я не знаю, как сказать этим мальчикам, что в бездарной стране, даже светлые подвиги - это только ступени В бесконечные пропасти - к недоступной Весне!..
Mark Arturov: Well, sure... You can teach a monkey to use tap water, and even to understand the word «water». But explaining to it that the water in the river is the same stuff - that’s much harder.
It’s pretty much the same story with security.
The Monroe Doctrine, alliances with fascist regimes, Realpolitik, appeasing aggressor, deals with war criminals, and all that sort of thing.. I’ve mentioned this before: «If we can bomb our neighbors, that’s security; but if they can bomb us, that’s bad.» All of this is passed off as skillful management and concern for the country's security.
All those «Guardians of Moral Values» also genuinely don't get it: «But what did we do to deserve this?»..
In Moscovia, for instance, the state terrorist organization that posed the greatest danger to the state called itself the «Committee for State Security» (KGB), and later the «Federal Security Service» (FSB). As for the actual security of the state - no government agency in Mоscovиа ever really handled that. The KGB types just lied, stole, and murdered critics and rivals. In the simplest terms, that is one of the reasons for the collapse of the USSR and the Bigpuf.
The Oprichniks, the KGB agents genuinely do not understand why they are viewed as the earthly embodiment of absolute evil and excluded from the category of Homo sapiens, «Kill a KGB agent every time you see one». And it’s impossible to explain this to them. Because «security» is sometimes perceived as the opportunity to kill everyone around you: «We’ll kill everyone, we’ll rob everyone!» or even «The whole world will be ours!»..
Many people think this applies only to the Moscovia of the 20th and 21st centuries and doesn't apply to us.. Alas, it does. It’s just that Moscovia reached this kind of finale before we did. Or, if you will, it crossed the finish line first. I want to believe that we won’t face anything of the sort. Many hawks are itching to incinerate any nation whose religion and way of life differ sharply from our own.
And I do not know how to tell these boys that in a country devoid of talent, even noble deeds are merely steps into bottomless abysses - toward an unattainable Spring!..

Наша безопасность не может строиться на том, что все нас боятся, на том, что мы всех можем разбомбить, а нас не могут. На этом свою безопасность пытались строить Гитлер и Гёринг. На этом свою безопасность пытались строить Сталин, Хрущёв и Путин. На этом свою безопасность пытались строить персонажи поэмы «The Modern Traveller».
Я не взываю к какой-то морали. Я делюсь наблюдением, что так не получается.
Mark Arturov: Apologies for the long introduction. I hope the story itself will be shorter. Our security cannot be built on the premise that everyone fears us — that we can bomb anyone, while no one can bomb us. Hitler and Göring tried to build their security on that basis. Stalin, Khrushchev and Putin tried to build theirs on that basis. The personages in poem «The Modern Traveller» tried to build their security on that basis.
I do not appeal to any morality. I share the observation: this approach does not work.

Марк Артуров: Спасибо. Отвечаю. Наша национальная безопасность может строиться на следующем:
На том, что нас НЕ боятся те, кто сам ни на кого ни нападает.
На том, что наша страна скрупулезно выполняет все наши международные обязательства и гарантии.
На том, что наша страна помогает другим народам выполнять свои международные обязательства.
На том, что наши предприниматели честно сотрудничают и конкурируют с зарубежными партнерами и коллегами, и наши чиновники не устанавливает преференции для отечественных бракоделов.
На том, что наши чиновники не заключают сделки с военными преступниками.
На том, что наша администрация не умиротворяет агрессоров.
На том, что наши представители не сменятся захватить территории соседних стран.
На том, что наши руководители не играют в «Pump and dump», принимая с виду идиотские решения, чтобы поднять или обрушить цены на рынках в зависимости от того, продают они или покупают.
На том, что наши чиновники не пытаются сломать нашу Конституцию, чтобы позволить узурпатору править подольше, хотя бы, для начала, на «третий срок», как в мувике «Civil War 2024»
На том, что наши чиновники и полицаи ловят убийц, террористов, грабителей, разбойников, ворюг, мошенников, пропагандистов и прочих врунов. А вовсе не обсуждают вопросы о том, кто где кого и куда ебёт, кто где как и для кого одевается и кто где как и для кого раздевается - такими вопросами должны заниматься сексологи, попы, раввины, муллы, ламы, шаманы, артисты; ну, журналисты скандальных изданий, на худой конец.
На том, что наши представители, чиновники, журналисты снабжают население полной, достоверной, правдивой информацией о том, что происходит. Потому что в условиях цензуры или вранья, демократия невозможна; она вырождается в диктатуру, в деспотию, в тоталитаризм, в монархию.
Вот если всё это реализовать, то будет национальная безопасность. И если кто на неё будет покушаться, то каждый честный человек, узнав об этом, побежит сообщать в местное отделение полиции, в FBI, в CIA, в Пентагон, чтобы мерзавцами занялись профессионалы.
И если, не дай Бог, нашей стране понадобится помощь, то соседние дружественные страны постараются нам помочь; даже не из каких-то моральных побуждений, а просто из боязни потерять удобного и выгодного соседа.
К сожалению, пока такого и близко нет. Мои наблюдения указывают, то наши чиновники поступают в аккурат наоборот - как если бы они были агентами влияния враждебной страны и имели задание развалить нашу страну изнутри. Так, как это примерно раз в столетие происходит с Московией. Я не могу доказать, что такой-то наш чиновник является агентом КГБ. Но если нечто летает, как утка, крякает, как утка, плавает, как утка.. - Ну, я надеюсь, вы меня поняли.
Я уверен: ради нашей национальной безопасности, нам надо иметь Тартарию в союзниках, даже если большинство её обычаев прямо противоположны устоям нашей цивилизации. Там ценят достоверную информацию и соблюдают законы. В частности, международные соглашения. Это самое главное.
Однако я не знаю, как достичь этой цели. Этому препятствуют всевозможные «Блюстители Нравственных Ценностей», и они, похоже, сильнее любых доводов разума — по крайней мере, в США.

Mark Arturov: Thank you. Here is my answer:
Our security could be based on the fact that we are NOT feared by those who do not attack anyone themselves.
On the fact that our country scrupulously fulfills its international obligations and guarantees.
On the fact that our country helps other nations fulfill their international obligations.
On the fact that our entrepreneurs cooperate and compete honestly with foreign partners and colleagues, and our officials do not grant preferential treatment to domestic makers of shoddy goods.
On the fact that our officials do not make deals with war criminals.
On the fact that our administration does not appease aggressors.
On the fact that our representatives do not seek to seize the territories of neighboring countries.
On the fact that our leaders do not play "pump and dump" games, making seemingly idiotic decisions to drive market prices up or down depending on whether they are buying or selling.
On the fact that our officials do not try to subvert our Constitution to allow a usurper to rule longer — say, for a «third term» to start with, like in the movie «Civil War 2024».
On the fact that our officials and police catch murderers, terrorists, robbers, bandits, petty thieves, fraudsters, propagandists, and other liars, instead of debating who is fucking whom and where, who is dressing how and for whom, or who is undressing how and for whom; such matters should be left to sexologists, priests, rabbis, mullahs, lamas, shamans, artists; or, at the very least, journalists from sensationalist tabloids.
It relies on our representatives, officials, and journalists providing the public with complete, reliable, and truthful information about current events. Because democracy is impossible under censorship and misinformation; it degenerates into dictatorship, despotism, totalitarianism, or monarchy.
If all this were put into practice, we would have national security. And if anyone tried to undermine it, every honest citizen of any vinery — upon learning of it — would rush to report it to the local police, the FBI, the CIA, or the Pentagon, so that professionals could deal with the scoundrels.
And if — God forbid — our country needed help, friendly neighboring nations would try to assist us; not necessarily out of moral motives, but simply for fear of losing such a convenient and beneficial neighbor.
Unfortunately, all the above is far from the reality. My observations suggest that our officials do the exact opposite — acting as if they were agents of influence for a hostile power, tasked with tearing our country apart from within. Fascists gleefully jeer at and abuse critics, failing to realize they are sawing off the very branch they are sitting on.
